197 nations are the unit of analysis, including all 193 UN members, both UN observer states (the Holy See and Palestine) and two disputed states (Kosovo and Taiwan). The set is drawn from 250 jurisdictions, the 249 official ISO 3166-1 codes plus Kosovo, under the XKX code adopted by the IMF, the World Bank and SWIFT. The 53 entries not included are non-UN jurisdictions carrying a territorial or governance descriptor: UK and French territories, Chinese special administrative regions, Antarctic Treaty areas and other disputed territories.
